clarification on team of the year qualifying

Was there a change on qualifying for the RC as I thought you had to fish 3 three events and the wildcards did not count, if there was a change do you not think that the teams that followed the rules to make the RC should blast off before any team that just fished a wildcard to go to the cup. Just wondering
